“Dear Bing” – the Empress uses here an informal form of address that you’d usually see between friends or family, literally “Little Bing”.

“Greetings to Her Majesty. All is well.” - I’ll be the first one to admit this translation is a hot mess. The first part is something like “Wishing good fortune to the Empress”. The second part literally means “still alive”, which I took to meaning he’s doing okay. I tried to keep some consistency with the fact that Li Bing will later speak in 3rd person, so I kept this sentence impersonal. (Speech bubbles continute to be very small and I’m still prioritizing readability over extreme accuracy.)

“Three judicial offices” – this refers collectively to the three governmental structures responsible for the justice system: the Censorate, the Ministry of Justice and the Court of Judicial Review (the Dali Court).
